Housing As A Catalyst
The project is a reaction to the current rezoning proposal, which was voted down. The East Harlem neighborhood has a need for more affordable housing as well as strategic densification.
To accept the increasing population, the proposal aims to be the preparation of densification, looking at the interface between NYCHA public housing, which is not originally considered in the city rezoning, and the low rise private sites. I believe that developers should first develop a programmed groundscape housing infill within the NYCHA campus before private development can happen. In doing so I hope to promote housing as a catalyst for programming that anchors the neighborhood.
PARK AVE.
The site is on the cross adjacent to 3 nycha blocks and near to the railroad that could be reshaped as the node to provide quality space on ground floor. Therefore, inserting programs such as market and extension of art galleries under the railroad, which is now thick and solid stone viaduct, could revitalize the hidden urban space. Introducing these programs aims to better utilize the space, which could not only serve tourists but also feedback to NYCHA residents, and the neighborhood.

Since the NYCHA block set back their building to leave away from the road creating the separation between different population groups. Releasing the ground and second floor of the NYCHA building and inserting and existing programs of public health like “feeding site” and “green carts” etc. to provide better accessibility to healthy food in order to serve NYCHA residents, neighborhood, and future population. Also provide space for after-school programs.

WATERFRONT
There are several NYCHA communities built along the waterfront, the selected site aims to improve the accessibility to the waterfront and infill future density. By proposing to create wetland and make the new waterfront esplanade building typology to respond the flooding issue in order to form the resilient community.
